2007-2008 Policy Debate Topic:  Resolved: The United States federal government should substantially increase its public health assistance to Sub-Saharan Africa.

 

Objective:       Students will gain a basic knowledge of the current policy debate topic.

 

Relevance:     To topic - Knowledge is essential to preparing and supporting arguments on the designated topic.

                        To class - National debate topic is the topic used in class for practical experience (i.e. debates).

                        To real life - An educated electorate must understand issues of national and global importance in order to analyze and make informed decisions and participate actively in society.

                                      

Task:              Read all instructions prior to beginning.  Students will read the questions, click on the hyperlink to connect with designated websites and write response to the questions asked or complete the tasks required.  Unless otherwise instructed, responses must be written in complete sentences using correct grammar, spelling and punctuation. Read the information provided on screen and determine what information will be used to respond to the answer. 

                       

                        Responses can either be handwritten in ink on the hard copy or this document may be copied to a travel drive and responses typed in.  If the document is copied to a travel drive research may be done on any computer connected to the internet. 

 

                        Do not just copy and paste responses unless directed to do so.  The responses should be in the writers own words unless otherwise directed.  This will aid in analysis of the issues to more effectively prepare arguments for debate.

Assignments:  first 20 of which may not be from duplicate sources.  Sources may be repeated for subsequent evidence.  However, the more sources, the better to show broad research and understanding of the topic.  As a means of getting started in the research process the sites used in this webquest may be used as sources.  Several pieces on the same issue and in support of the same argument may be included on one page as long as it is clear that there are multiple quotations (i.e. numbered, a couple of spaces between, etc.)

 

                        Evidence format:        Each piece of evidence must follow the designated format.  The format includes providing a brief statement reflecting the purpose (tag line), full source citation, qualifications of the author, and the complete quotation to be used.  It is also helpful to identify to which issue the evidence applies (harms, topicality, solvency, etc. or specific to topic such as NGOs), and whether the evidence is affirmative or negative on the topic.

Author qualifications

 

Word for word quotation.  It is a good idea to include a sentence or two prior and after the actual quote and then underline the actual quote to be used.

 

 

Report            Students will choose one topic (issue, organization, progress report, etc.) and prepare a three (3) to (5) minute presentation to explain share information with the rest of the class.  Students must sign up for topics to allow for the broadest range of information sharing.  Visual aids may be used, but are not required.

                        Grading for terms and issues based on neatness, in ink or typed, complete sentences unless directed otherwise, effectiveness of responses. 

                               

                        Grading for report based on overall effectiveness (i.e. enough information for all to understand the issue), use of supporting statements (quotes with source citations), overall verbal effectiveness (i.e. clearly enunciated, volume appropriate, limited fillers, appropriate pronunciation, eye contact)
